Zach Bell, Manager, Tax Services, RSM US LLP - Zach is a manager in RSM’s Southeast tax practice with 5 years of public tax experience. He primarily serves middle market, privately held real estate and construction clients throughout the Southeast. While his focus is on business tax clients within Subchapter K and Subchapter S, he also has valuable experience working directly with business owners on their personal tax situations and projects.

Zach has spent considerable time on consulting and compliance projects, including extensive research within two of the more complex sections of the Internal Revenue Code in Section 460 and Section 469. Outside of those projects, he has extensive research experience and can consult and provide commentary on a variety of matters.

Evan Fullmer, Senior Manager, Tax Services, RSM US LLP -  Evan joined RSM in 2013, she offers state and local sales and use tax experience. She has extensive experience in refund recovery across multiple jurisdictions. Other experience includes ongoing consulting including researching and planning tax positions, reviewing and recommending process solutions, audit defense, voluntary disclosure assistance and nexus analysis. Evan enjoys working with clients to bring value, solve complex problems and create operational efficiencies. Her industry emphasis is in industrial products, but she also works with technology, construction, consumer product and life science companies.

Brooke Nelson, Senior Manager, State and Local Tax, RSM US LLP - Brooke is in RSM’s state and local tax practice focusing on passthrough entity income and franchise tax planning and compliance. With over 15 years of experience in tax services, Brooke has experience with a wide variety of industries but spends most of her time in the real estate and professional services area. She is a subject matter expert in passthrough income tax withholding and composite filings and serves as the Southeast SALT Desk for the firm.

Brooke started her career at Warren Averett where she worked in the closely held tax group; she then spent time in the tax department of an investment management firm where she focused on real estate funds – domestic and international. Brooke began to specialize in state and local tax once she joined RSM in 2014.

Serving as a leader in RSM’s SALT practice, Brooke also spends time speaking and instructing at various state and local tax conferences. In 2023, Brooke joined the Alabama Federal and State Tax Institute as a board member and actively collaborates with other SALT professionals in the Southeast region.
